March of the technocrats part 2: The birth of depopulation

I IMAGINE most readers of TCW will be familiar with the Club of Rome. It was founded in 1968 by Italian industrialist Aurelio Peccei and Scottish chemist Alexander King during a private meeting at a residence owned by the Rockefeller family in Bellagio, Italy. Among its first accomplishments was a 1972 book entitled The Limits to Growth which largely focused on global overpopulation, warning that ‘if the world’s consumption patterns and population growth continued at the same high rates of the time, the earth would strike its limits within a century’.

The Club of Rome was long controversial for its obsession with reducing the global population and many of its earlier policies were influenced by eugenics. However, in the Club’s infamous 1991 Book,The First Global Revolution, it was argued that such policies could gain popular support if the masses were able to link them with an existential fight against a common enemy. To that effect, The First Global Revolution contains a passage entitled ‘The common enemy of humanity is Man’, which states:

‘In searching for a common enemy against whom we can unite, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like, would fit the bill. In their totality and their interactions these phenomena do constitute a common threat which must be confronted by everyone together.

‘But in designating these dangers as the enemy, we fall into the trap, which we have already warned readers about, namely mistaking symptoms for causes. All these dangers are caused by human intervention in natural processes, and it is only through changed attitudes and behaviour that they can be overcome. The real enemy then is humanity itself.’

The first person who linked the idea of overpopulation to US national security interests was Henry Kissinger, who, as National Security Advisor to President Nixon, oversaw the drafting of National Security Study Memorandum 200 (NSSM 200), entitled ‘Implications of Worldwide Population Growth for US Security and Overseas Interests’. It was a highly classified document when it was completed on December 10, 1974. No wonder. They were talking about deliberate depopulation.

It is one thing to encourage or engineer reduced birth rates but depopulation, also known as eugenics, is quite another. Lest we forget, it was proposed and to some extent carried out by the Nazis during World War II. It is the deliberate killing of large segments of living populations and it was seriously proposed for Third World countries under President Carter’s administration by the National Security Council’s ‘Ad Hoc Group on Population Policy’.

Kissinger proposed in his memorandum to the NSC that ‘depopulation should be the highest priority of US foreign policy towards the Third World’. He quoted reasons of national security, and because ‘the US economy will require large and increasing amounts of minerals from abroad, especially from less-developed countries (LDCs) . . . Wherever a lessening of population can increase the prospects for such stability, population policy becomes relevant to resources, supplies and to the economic interests of US.’

According to NSSM 200, elements of the implementation of government population control programmes could include the legalisation of abortion, financial incentives for countries to increase their abortion, sterilisation and contraception-use rates, indoctrination of children, and mandatory population control and coercion of other forms, such as withholding disaster and food aid unless an LDC implements population control programmes.

This last strategy, force and coercion applied to developing countries, is currently used by the population control cartel to push not only abortion, sterilisation and birth control but other anti-procreation measures such as homosexuality and transgenderism.

It is worth noting that a Task Force on Vaccines for Fertility Regulation was created at the World Health Organisation as far back as 1973. Ute Sprenger, writing in Biotechnology and Development Monitor (December 1995) described the Task Force as ‘a global coordinating body for anti-fertility vaccine R&D . . . such as anti-sperm and anti-ovum vaccines’. Sprenger indicated that, as of 1995, there were several large groups researching such vaccines. Among them were the WHO/HRP which was a special research programme in human reproduction with multi-national funding (Britain was a part of it) and The Population Council funded by the Rockefeller Foundation and the US National Institutes of Health (NIH). Bill Gates wasn’t into such medical interventions in 1995 but he’s there now.

On November 26, 1975, with Kissinger now Secretary of State, his successor as National Security Advisor, General Brent Scowcroft, issued National Security Decision Memorandum 314, which adopted NSSM 200 as official (covert) US policy on population matters. According to an NSC spokesman at the time, the United States shared the view of former World Bank President Robert McNamara that the ‘population crisis’ was a greater threat to US national security interests than nuclear annihilation. In 1975 Kissinger established a policy-planning group in the US State Department’s Office of Population Affairs. The depopulation ‘Global 2000’ document for President Jimmy Carter was prepared. It is no surprise that this policy was established under President Carter with help from Kissinger and Zbigniew Brzezinski – all with ties to David Rockefeller, grandson of the world’s first billionaire, John D Rockefeller.

The Bush family, the Harriman family, who were the Wall Street business partners of the Bush family in financing Hitler, and the Rockefeller family are the elite of the American depopulation movement.
